First Quality Tissue, a manufacturer of hygiene, paper, and packaging products, will build a new paper towel and tissue production facility in northwest Ohio. The company will invest USD 984 million for the new facility.

The company intends to install two new state-of-the-art Thru-Air-Dried (TAD) paper machines with associated converting facilities at its new campus. The company estimates the first paper machine to be operational in the first part of 2028.
The 1.6 million-square-foot facility will employ approximately 400 people, with an eventual payroll of USD 22.5 million. The new facility will be located on a 1,000-acre site at the Baltimore Avenue Industrial Corridor, which will gain support from the All Ohio Future Fund.
