A Deeper Look into Overall Performance of Leading Paper Mills
Paper industry is taking new strides in India and paper mills are at the cutting edge of new technology, sustainability, manufacturing excellence and poised to take the Make in India programme many notches forward.
The Indian Paper Industry is the fastest growing when compared to any other country across the world and is most likely to continue this growth trajectory in the years to come. In the post pandemic period the growth is very much visible in the turnover growth of the paper mills, which is not only driven by higher input costs, but relates to enhanced capacity utilization and better operating margins.
After the disruption caused by the Covid pandemic, when paper consumption nosedived, the demand has made a robust recovery in the ongoing financial years and has overtaken pre-pandemic levels. In view of the large potential for growth aided by a growing economy, Paper Industry is expected to continue to grow in sync with the economic growth recording 6-8% growth per annum.
Indian Paper Mills have been working towards continuous improvement in energy and environment performance of the industry through sharing of best practices / technologies amongst industries.
Industry driven agroforestry is being undertaken by the paper mills to a large extent to meet the current and future needs of the industry for pulpwood. Substantial amounts are being spent by the paper industry on plantation R&D leading to development of high-quality tree clonal saplings which are disease and drought resistant and can be grown in a variety of agro climatic conditions. Technical extension services are being imparted to the farmers over a gestation period of 4-5 years to improve agro / farm forestry output.
This has generated significant employment opportunities for the local community, especially in the rural areas, apart from enhancing their incomes. India’s Paper Industry is wood-positive as paper mills plant more trees than they harvest.
We need to alter perceptions about the industry and thus attract better talent as a responsible manufacturing industry that actively works towards conserving the environment. Misplaced perceptions about paper need to be changed in a mission mode as paper is an environment friendly product as it is fully biodegradable, recyclable and made from sustainable and renewable resources.
The Indian paper industry accounts for about 5% of the world’s production of paper. The estimated turnover of the industry is over INR 80,000 crore and its contribution to the exchequer is around INR 5,000 crore. The industry provides direct employment to 500,000 persons, and indirectly to around 1.5 million.
Most of the paper mills are in existence for a long time and hence present technologies fall in a wide spectrum ranging from oldest to the most modern. The mills use a variety of raw material viz. wood, bamboo, recycled fibre, bagasse, wheat straw, rice husk, etc. In terms of share in total production, approximately 21% are based on wood, 71% on recycled fibre and 8% on agro-residues. The geographical spread of the industry, as well as market, is mainly responsible for the regional balance of production and consumption. The per capita paper consumption in India at around 15 kg, is way behind the global average of 57 kg.
India is the fastest-growing market for paper globally and it presents an exciting scenario; paper consumption is poised for a big leap forward in sync with economic growth. The futuristic view is that growth in paper consumption would be in multiples of GDP and hence an increase in consumption by one kg per capita would lead to an increase in demand of 1 million tonnes.

Area covered under plantations
Launched in 2004, TNPL’s Plantation initiative is grounded in the pursuit of self-sufficiency in pulpwood. Over 18 years, this endeavor has spread across an extensive 2,11,280-acre area, aiming to source economically viable, socially acceptable, and environmentally compatible pulpwood.
As on 31st March 2023, standing crops comprises 2867 acres of plantations (31 March 2022:5332 acres).
Water & energy consumption per ton of paper produced
The implementation of various water conservation measures resulted in reduced overall water consumption to 30 KL/ton of paper which is one of the lowest in the paper industry.
7,454.03 lakh units (Unit I – 5,250.12 and Unit II – 2,203.91) of power was generated of which 7,432.21 lakh units (Unit I – 5,248.75 and Unit II – 2,183.46) of power was consumed and 21.82 lakh units (Unit I – 1.37 and Unit II – 20.45) exported.
New developments since 2022-23
- Mill Expansion Plan of TNPL Unit II – Phase One: In continuation to the trial production commenced at the modern Pulp mill along with Chemical Recovery Island at Unit-II, the pulp production was further optimized and the production was ramped up to the rated capacity. The balance of plants like Chips Processing system, Chemical preparation systems including Chlorine Di-Oxide plant, augmentation of existing Water treatment and Effluent treatment plants were also commissioned, optimized with the pulp mill production rate. The projects implemented under Mill Expansion Plan (MEP) of TNPL Unit II – Phase 1, features the latest technology in all the areas with emphasis on least environmental impact and high energy efficiency. A continuous digester is delivering consistent pulp quality with low specific consumption of water, steam and power. The Chemical Recovery Boiler is highly energy efficient and the Evaporator plant has high steam economy. The latest generation Integrated Chlorine dioxide plant with nil effluent is in operation. A system for collection and incineration of Non-condensable gases is in operation, to make the mill odour free. These new technologies will further strengthen the company’s ambition to maintain the leading position and will enable TNPL to implement second phase of the MEP, for capacity enhancement of Unit II.
- Revamp of Steam and Power system in Unit 1: As part of revamping, the existing steam and power system in Unit I, the old low pressure boilers installed since the mill inception in 1985, are to be retired and replaced. Hence, in order to have reliable supply of utilities like steam and power for the mill operations, this project envisages installation of two high pressure boilers with steam generation of 125 tph each, at 105 at, 515 °C, along with a TG of 40 MW. Though initiated in the year 2019, was kept in abeyance due to onset of the COVID pandemic. Considering the availability of environmental clearance by June 2023, the project can be taken up thereafter and completed by end June 2025.
Product launches since 2022-23
The company has spent Rs. 14.72 Crore on R&D activities during the year.
- OPAL and RNL: To cater the needs of the market, TNPL R&D team developed the “OPAL” a new product with custom shade towards neutral blue which given good visual appeal and print appeal from the existing grades and Radiant Natural Lottery printing (RNL)” with reduced pollution footprint by avoiding coloring agent and optical brightener.
- Paper Straw And Cutleries: After Government notification on the ban on use of one time use plastics, TNPL has taken preliminary feasibility studies to explore the alternate product in place of one time use plastics. TNPL R&D has completed the studies to develop base paper & paper boards to produce the environmentally benign products such as paper straw, cup stock and cutleries etc.
- Conversion of Sizing from Alkyl Ketene Dimer (AKD) to Alkenyl Succinic Anhydride (ASA) In PM # 1: Till date, TNPL is making excellent moves with AKD sizing programmes in an effective way in terms of productivity, cost and quality. However, adopting new technologies and innovations is always a bold decision of TNPL. To manage the practical constraints such as higher production, machine runnability at elevated ash levels, need of higher retention in wet end, system cleanliness and shortage of wax, TNPL has tried the Alkyl succinic anhydride sizing which is a challenging task for bagasse based paper manufacturing. By completion of this study, it is presumed that when AKD availability becomes an issue this can be replaced with ASA towards ensuring the sustainability of the paper machine production process.

- Promoting Socio-Economic Upliftment in Nainital’s Rural Areas through Perul Collection for Boiler Fuel: In the steep regions of Uttarakhand, fallen pine tree leaves pose a wildfire risk that can be detrimental to the community and the ecosystem. To address this challenge, we have taken proactive measures by implementing the Perul collection initiative, which not only mitigates the risk of wildfires but also provides valuable employment opportunities to the local communities. By collecting and utilizing Perul as fuel in our boilers at the Lalkuan facility, we are not only ensuring the safety of the environment but also contributing to the economic well-being of the involved communities. During FY 2022-23, we successfully received and processed 174 metric tonnes of Perul, underscoring the effectiveness and scale of this initiative. By incentivising local residents to participate, we create employment opportunities and support the development of rural and hilly areas in Nainital.
- Constructing Amrit Sarovars (small ponds) at Haldwani: In collaboration with the forest department, our Pulp and Paper business has undertaken the construction of 12 Amrut Sarovars in the Dauli and Kishanpur range at Tarai East Forest Division, Haldwani. These ponds have a combined capacity of 2.3 Crores litres of fresh water, showcasing our dedication to environmental conservation and the well-being of wildlife in the region.
- Community Medical camps: We have organized 2 medical camps this year at Janta Inter College Bindukhatta and Lalkuan, providing free medical services and support to the local community catering to more than 5,000 people. These medical camps are particularly helpful to individuals who may not have regular access to healthcare facilities or face financial constraints in seeking medical treatment.
