The Indian Paper Manufacturers Association (IPMA) has expressed optimism regarding the Union Budget 2025-26, highlighting its potential to boost demand for paper and packaging materials.
As per IPMA President Pawan Agarwal, presented by Finance Minister Nirmala Sitharaman on February 1, 2025, the Budget emphasized the growth of the MSME and manufacturing sectors, which was likely to have a positive impact on the pulp and paper industry.

Acknowledging the government’s sustained focus on economic expansion, Mr. Agarwal said the increased industrial activity would drive the demand for paper-based products across various sectors.
He further stressed on the paper’s role as a sustainable alternative to single-use plastic, noting that government policies promoting recycling and sustainable raw material usage would reinforce the industry’s commitment to a circular economy.

Mr. Agarwal also urged the government to consider raising the basic customs duty (BCD) on imported paper and paperboard to support domestic manufacturers. He also highlighted the need to address challenges related to the availability of raw materials like wood and recovered paper to ensure a level playing field for Indian pulp and paper manufacturers.
